Downgraded peace talks on Ukraine have resumed in London as Kiev rejects US President Donald Trump’s “final offer.”

Ukraine’s Presidential Office head Andriy Yermak, Foreign Minister Andrii Sybiha, and Defense Minister Rustem Umerov arrived in London on Wednesday as the US and European officials abruptly cancelled.

The scheduled meeting took place at a lower level than planned.

The US and European diplomats cancelled the event amid reported disagreements on key points of the US peace plan proposed last week at a meeting in Paris, attended by top diplomats from the US, Ukraine, France, and Germany.

“Despite everything, we continue working for peace. As agreed in Paris, we will meet with American and European counterparts who are currently in the British capital,” Yermak said on X, formerly Twitter.

“We will discuss ways to strengthen Ukraine and guarantee long-term peace and security.”

He said Kiev was grateful to Britain for its leadership and support in the bilateral peace talks.

The Ukrainian officials visiting London held bilateral talks with their British counterparts, David Lammy and John Healey.

Foreign ministers from France and Germany cancelled their schedules to visit the UK for the talks after US Secretary of State Marco Rubio announced he would not attend, citing “scheduling issues”.

The abrupt cancellations were announced by the UK’s Foreign Office, without elaborating on the reason.

However, US Vice President JD Vance had warned earlier that it was time for Ukraine and Russia to “say yes” to Washington’s peace proposals or “for the US to walk away from this process.”

Vance’s warning came before the scheduled peace talks in London were abruptly downgraded after Trump’s top diplomat snubbed the scheduled London meeting, meant as a follow-up to the Paris meeting last week.

Trump’s “final offer” circulated by the Americans in Paris had included a provision requiring Ukraine to recognize Russia’s annexation of Crimea.

Kiev rejected the proposal.

President Vladimir Zelensky said during a briefing in Kiev on April 22 that the document circulated by the Americans in Paris was against the Ukrainian constitution.

“There is nothing to talk about. This violates our Constitution. This is our territory – the territory of the people of Ukraine,” Zelensky said ahead of the downgraded London meeting.

The Kremlin said on Wednesday that countries involved in the Ukraine peace talks needed to narrow their differences.

Speaking at a news conference in Moscow, Kremlin spokesman Dmitry Peskov said there were “a lot of nuances” that needed to be worked out before the sides could reach any peace deal.

“We are also continuing our contacts… but of course there are many nuances around the settlement that need to be worked out, where positions need to be brought closer together and so on. This work is ongoing,” Kremlin spokesman Dmitry Peskov told reporters.

Peskov said that the Russians were continuing to talk with the Americans about the peace deal, but were not in contact with the Europeans or Ukrainians about the matter.

He added, however, that Russian President Vladimir Putin was open to peace talks with all parties involved in the Ukraine conflict.

Asked about the possibility of another visit to Moscow by Steve Witkoff, US President Donald Trump’s special envoy, Peskov said if such a trip is coordinated, the Kremlin would announce it. Peskov added that Moscow appreciated the US mediation efforts till now.
