The first high-level direct peace talks between U.S. and Russian officials aimed at ending the Ukraine war took place in Saudi Arabia – yet without Ukraine or Europe involved. The meeting occurred just two days after the Munich Security Conference, where the U.S. openly signaled a potential shift in its policy on the Ukraine conflict. So, what exactly is the new U.S. policy on Ukraine? Can a peace deal be struck between Washington and Moscow without Ukraine and the EU’s involvement? And what does it mean for U.S. strategy to abandon Ukraine and its European allies while seeking cooperation with Russia?

Guests in this edition of Dialogue are Peter Kuznick, professor of history at American University; Prof. Glenn Diesen from the University of South-Eastern Norway; and Zhou Bo, senior fellow at the Center for International Security and Strategy at Tsinghua University.
