According to several media sources, U.S. President Donald Trump is drafting an executive order to levy fines of up to $1.5 million on ships made in China, or those from fleets that include ships made in China whenever they dock in U.S. ports or even operate in U.S. coastal waters. The move is causing U.S. coal inventories to swell and is stoking uncertainty in the embattled agriculture market. What is the consideration behind this plan? What will the immediate and long-term consequences be?
